Why doesn’t School Choice Matters rate states based on access to full-time virtual learning?
School Choice Matters seeks to highlight policies that reflect the full range of educational options – maximizing freedom to choose schools, courses and services that fit a child’s aptitudes and family’s demands. This includes instruction delivered in homes, brick-and-mortar schools and online settings, as well as different combinations of these. While the site’s components do not specifically address full-time virtual or hybrid education, these modes of learning should be as available as conventional classrooms - through residential assignment, open enrollment, charter and nonpublic schools.
